Yes — Blackhorn 209 is legal for Colorado muzzleloader season as a loose black powder substitute. Colorado Parks & Wildlife requires that muzzleloaders use loose black powder or an approved loose black powder substitute — pelletized propellants and smokeless powders are NOT permitted during muzzleloader season.
